- A. Develop an information system for health workers able to provide information on absenteeism, turn-over, part-time work, staff satisfaction, client satisfaction etc
- B. Increase production capacity
- C. Improve exisiting or develop new accreditation systems for health professionals educational institutions
- D. Provide opportunities for continuous education and develop career tracks
- E. Develop and sustain management and leadership training programmes for all/specific categories of health workers
- F. Develop programmes for rural recruitment and for rural training
- G. Develop job descriptions for all (or specific) categories of health workers, and include them in the process
- H. Develop new or improve existing supervision models
- I. Re-build or improve infrastructure of specific types of health facilities.
- J. Improve the national system of supply of essential medicines
- K. Develop and sustain programmes for violence against health workers
- L. Develop and sustain programmes for safety at work for specific categories of health workers (including HIV/AIDS programmes, niddle-stick injuries programmes etc)
- M. Increase salaries for specific categories of health workers
- N. Provide financial incentives (bonus allowances, etc.)
- O. Provide opportunities for family (spouse work, children education)
- P. Develop a programme of planned emigration for specific health professions, including bilateral agreements, staff exchange, twinning programmes, educational support, importing health workers
- Q. Develop policies for immigrant health workers to deal with racism, and equal rigths for work
- R. Provide opportunities for jobs of returning migrants
- S. Extend the retirement age for specific categories of health workers
- T. Develop programmmes for effective succession planning
